In early July 2023, Russian propaganda outlets and special services disseminated information about allegedly 'preventing an assassination attempt' on 'the head of Crimea', Sergey Aksyonov. The FSB's occupational investigation charged Ihor Korchynskyi with a series of severe accusations, including preparation for committing a terrorist act, undergoing training for terrorist activities, and illegal circulation, storage, and transportation of explosives or explosive devices. According to Russian prosecutors, Korchynskyi was allegedly recruited by the Security Service of Ukraine (SBU). They claimed that in the winter of 2022–2023, he was in Zaporizhzhia at a Ukrainian special services base, where he underwent intensive training in explosive and demolition techniques under the guidance of a supervisor, acquiring skills in assembling and using improvised explosive devices.

Investigators stated that in June 2023, Ihor Korchynskyi arrived in occupied Simferopol to carry out the 'final task'. According to the occupiers, he conducted prolonged covert surveillance of Sergey Aksyonov's movements, thoroughly studying the routes of his motorcade and the area around the occupational administration. He allegedly retrieved an explosive device from a pre-prepared secret cache. Occupational prosecutors claimed that the Ukrainian planned to place it under Aksyonov's car and detonate it, but 'criminal actions were stopped by law enforcement' just before the plan's execution.
