Serhii Voinarovskyi is unlawfully detained by the Russian Federation and charged under Part 3 of Article 30 of the Criminal Code of the Russian Federation ('Attempted crime'), Part 2 of Article 205.4 ('Participation in a terrorist community'), and Part 1 of Article 361 ('Act of international terrorism'). Human rights defenders consider his prosecution politically motivated.

Serhii Voinarovskyi is a Ukrainian citizen, a combat veteran, and a civilian resident of Kherson Region who became a victim of unlawful persecution by the Russian Federation after the start of the full-scale war.

He is married and has children. From childhood, he was interested in creativity: he began writing poetry at about ten years old and was skilled in drawing. He graduated from the Ivan Bohun Kyiv Military Lyceum and was interested in the history of Ukraine and the world. After completing his service, he engaged in farming in the Kakhovka District of Kherson Region. In 2015–2016, he participated in the anti-terrorist operation in eastern Ukraine.

After the full-scale Russian invasion, Kherson Region came under occupation. On August 2, 2022, Russian military forces abducted Serhii Voinarovskyi. The circumstances of his detention remained unknown for a long time, and his family had no information about his whereabouts. It later became known that he was initially held in a torture chamber in occupied Kherson Region before being transferred to temporarily occupied Crimea.

Later, Serhii was transferred to Moscow, where he is held in the Lefortovo pre-trial detention centre. According to his wife, during one of the transfers, Russian security forces brought him home several times for investigative actions. She reported that each time he had numerous injuries from beatings, indicating possible physical abuse during his unlawful detention.

The Russian side has charged Serhii Voinarovskyi with attempting to commit a crime, participating in a so-called 'terrorist community,' and 'an act of international terrorism.' Such charges are increasingly used by Russia against Ukrainian citizens after the start of the full-scale war.

Information about Serhii's health remains limited. Due to isolation and difficulties in access for lawyers and relatives, it is impossible to fully verify his detention conditions. Meanwhile, Ukrainian state bodies and human rights organizations continue to document his case as an example of unlawful persecution of a Ukrainian citizen.

As of July 17, 2026, Serhii Voinarovskyi remains in Moscow's Lefortovo pre-trial detention centre. There is no public information on the conclusion of the trial or the enforcement of a sentence. His case is under constant monitoring by Ukrainian human rights organizations and the Office of the President of Ukraine in the Autonomous Republic of Crimea.
