Sentence: On December 24, 2024, the Southern District Military Court in Rostov-on-Don sentenced Pavlo Levchenko to 22 years of imprisonment. The first five years are to be served in prison, with the remainder in a strict regime colony. The court also imposed a fine of 1 million rubles.
According to Russian investigators, in April 2022, Pavlo Levchenko allegedly contacted a representative of the Main Intelligence Directorate of the Ministry of Defense of Ukraine. He was reportedly trained in making explosive devices, conspiracy, surveillance, and other skills termed as 'terrorist training' by the occupation authorities.

The occupation authorities focused on events in the summer of 2023. The Russian side claimed that on June 11 and 27, 2023, Levchenko allegedly carried out explosions on railway infrastructure in the Feodosia district of occupied Crimea, near the settlements of Kirovske and Vladyslavivka. According to the investigation, explosive devices were placed on the paths of freight trains used to supply occupation structures. These claims were central to the terrorism charges.
During the investigation, the occupation authorities also alleged that Levchenko planned further actions in Crimea. He was accused of intending to blow up a fuel depot and carry out other sabotage on railway infrastructure in various parts of the peninsula.
Independent verification mechanisms for these claims were absent, and the trial was held in a closed session, raising additional questions from the human rights community about adherence to basic standards of fair trial.
