Serhii Volodymyrovych Kozlov was born on November 11, 2000. He is a resident of Kerch, Autonomous Republic of Crimea. He is married to Yevheniia Samoilova, who is also implicated in this criminal case. On April 18, 2024, FSB officers detained Serhii Kozlov and his wife Yevheniia Samoilova in Kerch. After the detention, their relatives were unaware of their whereabouts for a long time. Serhii was held in pre-trial detention centre No. 8, and Yevheniia in pre-trial detention centre No. 1 in Simferopol, with no official charges initially brought against them. It was only later that the initiation of criminal proceedings became known.

According to the Russian investigation, Serhii Kozlov allegedly underwent training for terrorist activities, manufactured or prepared to manufacture explosive devices, planned terrorist acts, and collaborated with Ukrainian special services. He was also accused of treason. These claims cannot be independently verified as the case materials remain classified, and court sessions are held with significant access restrictions.

After the initial investigation phase, Serhii Kozlov was transferred to Rostov-on-Don, where his case began to be reviewed by the Southern District Military Court.
