Mamed Mykolayovych Dolhopolov was born on January 31, 1990. He is a Ukrainian citizen and a resident of Novooleksiivka, Henichesk District, Kherson Region.

After the start of the full-scale war, the Russian Federation intensified the persecution of Kherson Region residents on charges of alleged participation in the Noman Çelebicihan Battalion. Mamed Dolhopolov's criminal case followed this pattern.

The case was heard in the Kyiv District Court of Simferopol, under Russian control. On September 28, 2022, the court found Mamed Dolhopolov guilty and sentenced him to five years in a high-security penal colony. Human rights organizations note that cases under Article 208 of the Russian Criminal Code regarding the Noman Çelebicihan Battalion are among the most common mechanisms for the criminal prosecution of Ukrainian citizens following the occupation of Crimea and the start of the full-scale war.

According to the Office of the President of Ukraine in the Autonomous Republic of Crimea, after the verdict, Mamed was subjected to forced psychiatric treatment. Human rights advocates report that he was placed in a psychiatric facility for the entire duration of his imprisonment, raising serious concerns about his rights and health.
